Keikutsertaan setiap warga negara dalam usaha pembelaan negara bukan hanya merupakan hak tetapi juga kewajiban.Dalam usaha pembelaan negara atau pun tindakan bela negara terbagi :
1) Contoh tindakan bela negara :

Sebelum Kemerdekaan
Tindakan bela negara sebelum kemerdekaan yang paling nampak di perankan oleh TNI sejak perang kemerdekaan sampai masa reformasi ini.Contohnya yang dilakukan TNI :
• Menghadapi ancaman agresi Belanda dan para penjajah
• Menghadapi ancaman federalis dan separatis APRA,RMS,PRRI/PERMESTA,Papua Merdeka,Separatis Aceh (GSA)
• Melawan PKI
• Melawan DI/TII
• Kelaskaran yang kemudian dikembangkan menjadi barisan cadangan pada periode perang kemerdekaan ke-I
• Pada periode perang kemerdekaan ke-II ada organisasi Pasukan Gerilya Desa (Pager Desa) termasuk mobilisasi pelajar (Mobpel)sebagai bentuk perkembangan dari barisan cadangan
• Mempertahankan negara NKRI dan menjaga keutuhan wilayah negara Indonesia
• Pada saat masa penjajahan warga membantu perang dengan bambu runcing

Setelah kemerdekaan
Dalam contoh tindakan bela negara pada saat setelah kemerdekaan ini sebenarnya sangat banyak kami akan menjelaskan hanya sebagiannya,yaitu :
• Contoh pada polri:
o Menjaga keamanan Negara
o Mencegah ancaman dari negara lain
o Menjaga ketertiban masyarakatseperti :kerusuhan,penyalahgunaan narkoba,konflik komunal,dan yang menganggu keselamatan bangsa dan negara
• Contoh dari TNI :
Sebenarnya TNI dari masa sebelum kemerdekaan sampai setelah kemerdekaan masih melakukan upaya bela negara,diantaranya :
o Pada tahun 1961 dibentuk pertahanan sipil,perlawanan rakyat,keamanan rakyat sebagai bentuk penyempurnaan dari OKD/OPR
o Perwira cadangan yang dibentuk sejak tahun 1963
o Kemudian berdasarkan UURI Nomor 20 Tahun 1982 tentang ketentuan-ketentuan Pokok Pertahanan Keamanan Negara Republik Indonesia ada organisasi yang disebut Rakyat Terlatih dan anggota Perlindungan Masyarakat (LIMNAS).
o Mempertahankan kedaulatan negara dan keutuhan wilayah
o Melindungi kehormatan dan keselamatan bangsa
o Melaksanakan operasi militer selain perang
o Ikut seta secara aktif dalam tugas pemeliharaan perdamaian regional dan internasional
• Tim SAR untuk mencari dan menolong korban bencana alam,PMI dan Para Medis
• Menteri Luar Negeri yang memperjuanglan kasus Sidapan
• Hansip untuk menjaga keamanan dan ketertiban

2) Sikap positif warga negara dalam bela negara di lingkungan :
a. Keluarga
• Menghargai antar anggota keluarga
• Saling menghormati antar anggota kelurga
• Mengikuti/mematuhi aturan yang sudah di buat di rumah
• Saling membantu apabila sedang mengerjakan sesuatu
• Saling mendukung pada kegiatan yang sedang dilakukan`
• Menjaga nama baik keluarga
b. Sekolah
• Belajar dengan sungguh-sungguh
• Mematuhi peraturan sekolah
• Rajin mengerjakan PR dan Tugas Kelompok
• Ikut serta menjaga keamanan lingkungan tempat tinggal dan sekolahnya

c. Masyarakat
• Mengikuti kegiatan Siskamling

• Perlawanan Rakyat (Wanra),yaitu partisipasi rakyat langsung dalam bidang pertahanan
• Pertahanan sipil (Hansip),yaitu kekuatan rakyat yang merupakan unsur unsur perlindungan masyarakat pada saat menghadapi bencana saat perang
• Adapun di Bali yang di sebut Pecalang (orang yang sangat berperan dalam menjaga keamanan di lingkungan setempat)
d. Negara
• Menjaga nama baik bangsa dan negara
• Menjaga keutuhan dan keamanan negara
• Mematuhi peraturan perundang-undangan di suatu negara
• Menjaga ancaman dari negara lain karena negaran Indonesia termasuk negara yang sedang berkembang
